This route works with any 3rd, it's just that you need to use certain lv1s or lv3s to make it work.

You need either 1604 minimum for Lv3 or 690 minimum for lv1.
That means you can't use A21, Yamcha, or Z Broly Lv3.
Also you can't use Videl or AGohan Lv1.
